The UAE is moving ahead with plans to introduce a completely redesigned national healthcare system that aims to unify medical services across the country.
With the aim of strengthening long-term health outcomes for citizens, the initiative is being positioned as a major structural upgrade to how healthcare is organised, funded, and delivered at national level.
The direction for the new system was issued by Sheikh Mohamed bin Zayed Al Nahyan on Tuesday, 19 May, setting in motion a framework that will bring all emirates under a single, coordinated health insurance structure.
The objective is to move away from fragmented systems and replace them with one integrated national model.

Instead of separate or uneven coverage across regions, the new approach will focus on a unified insurance scheme designed specifically for UAE citizens.

The wider ambition is to shift the system toward prevention-led healthcare, where early intervention, routine care, and public health planning play a bigger role than reactive treatment alone.
The model also places strong emphasis on digital health infrastructure, using technology to improve coordination, reduce inefficiencies, and support more connected patient services.
Another key objective is raising the overall quality of healthcare delivery to a higher international benchmark.
This includes improving system efficiency, strengthening collaboration between federal and local health authorities, and ensuring healthcare resources are used more effectively across the country.

Existing infrastructure and digital health platforms in the UAE already form a strong foundation, but the new system is expected to connect these elements more tightly, improving access and reducing gaps between services across different regions.
