
Musaffah is about to enter a new chapter
Abu Dhabi has unveiled a long-term plan to transform Musaffah into a future-ready innovation district, with new residential areas, mixed-use developments, waterfront destinations and advanced industries in the pipeline.
The Department of Municipalities and Transport (DMT) has launched Musaffah Innovation District, a long-term vision to transform one of Abu Dhabi’s largest industrial services districts into a globally competitive destination for industry, innovation and investment.
The transformation will be delivered through the Musaffah Revitalization and Development Plan (MRDP), which will bring coordinated improvements to infrastructure, mobility, zoning, municipal services, public spaces and the wider business environment.
The ambition is to create a more connected, sustainable and liveable district while continuing to support the industries that have made Musaffah such an important part of Abu Dhabi’s economy.
So, what will actually change in Mussafah?

The first phase runs until 2030 and will focus on establishing the infrastructure needed for the district’s next stage of growth, including the 8th Street and E30 corridor projects.
Development will initially concentrate on pilot sites in northern Musaffah and along the Northern Waterfront, where plans include new mixed-use and residential development, a new district centre and an upgrade of the existing automotive cluster.
Around 100 hectares of development-ready land will also be released during this phase.
The first wave of development is expected to focus on industries with immediate demand, including automotive services, carpentry and woodwork, food production, retail and wholesale trade, warehousing, cold storage and last-mile delivery. Green construction will also be a priority, including building materials and modular and prefabricated components.
A new generation of industries

The second phase, running from 2030 to 2035, will see the transformation scale up, with more than 100 hectares of large development blocks released across investment zones to create new industrial clusters.
This is where the vision becomes particularly forward-looking, with opportunities for advanced manufacturing, semiconductors, electric vehicle and aerospace supply chains, robotics, hydrogen, sustainable fuels, solar and energy storage.
Technology and life sciences will also feature, including MedTech and data centres, alongside green innovation, maritime and blue economy industries and city-serving logistics.
New mixed-use centres and housing will complement these developments.
A major investment opportunity

The MRDP is also being positioned as one of Abu Dhabi’s largest long-term investment programmes, with opportunities spanning advanced manufacturing, logistics, industrial services, commercial and mixed-use developments, waterfront destinations, residential communities, technology, green industries and municipal infrastructure.
For investors, the programme will offer a range of models, including Musataha agreements, long-term leaseholds, public-private partnerships and strategic development partnerships.
And the numbers behind the transformation are significant. At full implementation, the MRDP is expected to increase GDP by 12.3 per cent, generate an annual GDP contribution of AED227 billion and support around 269,800 jobs, with 26 per cent expected to be high-skilled.
In a nutshell, Musaffah’s industrial identity isn’t going anywhere. Instead, the district is being repositioned for the next generation of business, technology and investment, with new infrastructure, neighbourhoods and industries set to reshape one of Abu Dhabi’s most important economic areas.
